AFAIK, selling cigarettes to minors is illegal in most, if not all, states. So if you really want kids to stop smoking, prevent them from getting the cigarettes with aggressive enforcement of the EXISTING laws. Trying to combat the youth smoking problem by regulating the flavors of cigarettes makes as much sense as trying to fight crime by regulating the types of guns that law abiding people can buy.
